BYLAWS PROPOSAL B1

 ARTICLE I – NAME (Approved)

 The name of the organization is the Pennsylvania State USBC Association, chartered by the United States Bowling Congress.

 ARTICLE IV – MEMBERSHIP AND DUES (Rejected – Dues will be 0.00 for 2018-2019))

 The annual state adult dues are $1.00 (Cannot exceed $5.)

 ARTICLE V BOARD OF DIRECTORS – MANAGEMENT (Approved)

 SECTION A – BOARD COMPOSITION, AUTHORITY AND DUTIES

The total number of Board members is 25, with 25 total number of Directors.
The number of Youth Directors is 5.

 ARTICLE V BOARD OF DIRECTORS – MANAGEMENT (Approved as shown below)

 SECTION B – ELIGIBILTY REQUIREMENTS - Additional eligibility requirements to be added as follows:

·            Must be a member in good standing of the Pennsylvania State USBC at the time of election and throughout their term.

·            Must successfully complete registration in the Registered Volunteer Program.

·            A local Association can have no more than two of its members serving on the Board of Directors.

Directors are elected by a majority vote, unless plurality vote is adopted, by the Board and Delegates. Directors are elected by plurality vote from:

 Section D. Term

The term for Directors is three (3) years. The number of years in a term, the number of terms allowed and a stagger system are determined by the Board and Delegates.

Directors will be elected on a rotation by the Delegates as follows:

Group A - Directors 1 thru 7
Group B - Directors 8 thru 14
Group C - Directors 15 thru 20

Youth Directors will be elected on a rotation by the Delegates as follows:

Group A – Youth Director 1 & 2
Group B – Youth Director 3 & 4
Group C – Youth Director 5

ARTICLE VI – OFFICERS (Approved)

 Section A. President and Vice President

The Officers of this association shall include a President and Vice President.

 Section B. Election - The Board and Delegates determine the election process.

 Officers are elected by a majority vote1 of the Board from among the current Directors, unless state laws mandate otherwise

 Section C. Term

The term for elected Officers is one (1) year(s), not to exceed three years in a term. The Board and Delegates determine the number of years in a term, the number of terms allowed and a stagger system.

The maximum number of terms one can serve as a Vice-President or President shall not exceed 2 terms.

 Credentials. Credentials are forwarded to the state association at least 45 days prior to the opening of the annual meeting.

 The Board and Delegates determine the number.

40 Delegates constitute a quorum.

The association does allow the Board to vote via mail, email, or teleconference.  (This action also applies to committees.)

ARTICLE X , AMENDMENTS, PROCEDURE- TIME FRAME TO SUBMIT (Approved as ammended)

1.       Submitted at least 45 days prior to the meeting when the association is considering the proposal. The date or number of days is to be set by the Board and Delegates. (See Section B, for Change in Dues.)
2.       Forwarded by the state association at least 15 days before the meeting to:

a.       Local Association Managers.
b.       Board.
c.       Delegates.
